Palette request - Bill Cipher 25

I have no idea if you will even know what I am talking about, but this reminds me of that one episode of the Powerpuff girls where there is this magician that died long ago and came back as a zombie and terrorized Townsville. Bill kinda looks like the zombie except not as rotten, or gross looking and the background reminds me of Townsville when it was being terrorized. Really random but when I saw this pic in my suggestions I had to click on it since it reminded me way too much of that . Nice drawing btw!
